I would imagine the deck doesn't go too far out from the main building judging from the upper deck and the handrail (bottom lower left). Before the paychecks came out I'm guessing it might be a little tough finding a pack of foolish people and then put a lot of zeros on the check. The deck could have been done in glass but they'd have to sell a bazillion cups of coffee to pay for it.
