Sadly I can't find the documentary on the internet, I think it was some time in the 90's, but it was really good, unlike bbc documentaries today :/

There was a great documentary on ekranoplan's about 20 years ago on the BBC. Amazing things but I doubt very practical on stormy seas. you wouldn't want to hit a big wave at 300 mph :/
