Why does ordering and installing a plaque have to be approved by city council? It's a private business (building) and the young men could take up a collection and with the permission of the business put one up. Problem solved.
4 years ago an 'innocent' bystander was shot dead in a street nearby. Every year people (young men) gather to remember. They want a plaque in memory of him but city council refuses, this in turn makes them go bananas; Destroying other people's property, burning scooters (actually a good thing, I hate those) and screaming murder (ha!).
