Anybody know what this means?

the first sentence is something like: "He comes out at the 14th of November" I think

the second line says roughly: "4 for Tuam Petrabi's attribution (or memory)"

this is an Afghan dialect, so I may be VERY wrong in translation. I only know very limited Arabic.
