I looked to see the price of the cheapest pallet available and $11.50 each was the best I could find. Considering the size of these piles, someone has a lot of extra money to burn.

It's a ritual of celebration, of joy (there we go) and looking forward. Here we normally do it with the evergreen conifer but stacking them isn't very safe and would take too many & too much time. So in Scheveningen, it's not near me, they use pallets.

When the Christians tried to ban the rituals but failed they integrated them into their culture by adding crosses and other stuff, in some regions a paper witch.
And burning a witch wasn't exactly a 'fun' thing, unlike what Hollywood would like us to believe. Also think of the smell..
