As I've always said..."You just can't fix stupid". My pet peeve is seeing four city workers standing around watching one guy do the work. I have a solution for that. Take the supervisor aside and tell him "Tomorrow I'm coming back and if all five men aren't working, you can look for another job". It's no wonder taxes keep going up.
